NEW "ESSENTIAL SERVICE" LEGISLATION

For discussion purposes regarding the development of First Nations Policing legislation what do we want included that ensure the healthy governance functioning of our police services?

 

I think that new legislation should include clear provisions for Police Board accountability and set out clauses that :

Set out clearly that a Board can set broad policy, but not interfere with operations.

Set out guidlines that afford a Police Chief Protection from undue interference in, operations, investigations, hiring, police equipment

Board mandates must set out clearly that they are not civilian review or complaints function.

There should be an external Board review mechanism in place, review of resolutions, budgets and expenditures, board minutes.

Legislation should limit how long a person can sit on a Board. (ex: 2 two year terms)

Set out that all Board appointees must be Security Cleared before appointment is final.
